I am writing as a resident/community member regarding the proposed Overdose Prevention Site (OPS) at 900 Helmcken Street.
I recognize the seriousness of the toxic drug crisis and support access to healthcare, addiction treatment, and harm reduction services. However, I have significant concerns about the proposed location and the lack of meaningful consultation with nearby residents and businesses.
Overdose prevention services operated by RainCity have previously been located within this corridor, and many residents and businesses are already familiar with the impacts associated with those sites, including public disorder, trespassing, discarded drug paraphernalia, open drug use, and safety concerns.
The proposed site is also adjacent to the Murray Hotel and an area where residents and businesses have repeatedly reported concerns related to open drug dealing, disorder, and community safety.
Residents have not been provided with a clear explanation of why this location was selected, how previous community impacts were evaluated, or what will be different this time.
I respectfully request answers to the following questions:
- Why was 900 Helmcken selected over alternative locations?
- How were the impacts of previous RainCity-operated overdose prevention sites in this corridor evaluated?
- What operational, security, and community response measures will be in place?
- What accountability mechanisms will exist if neighbourhood impacts worsen?
- What specifically will be different this time?
Compassionate care and healthy communities are not mutually exclusive. Residents deserve to be heard and deserve confidence that their concerns are being taken seriously before decisions are made that will have a lasting impact on their neighbourhood.
